Analysis presented in the paper proves inefficiency of the centralized approach to involving of the Russian scientific potential into the European RTD Programs. Taking into account that the Russian scientific potential is scattered all over the large territory of the country a distributed information infrastructure is proposed. The infrastructure bases on the following main components:
- regional nodes of the federal telecommunication network;
- hierarchical approach to information dissemination;
- network of Regional Contact Points.
Implementing an elaborated concept of a Regional Contact Points
is expected to facilitate integration of the Russian scientific
potential into the European RTD Programs.
