Abstract. The Vladimir Region is characterized by presence of a great number of conversion enterprises. The region possesses a great scientific potential, which is concentrated in enterprises, industrial research institutes and universities. For organizing a through technological chain from scientific ideas up to their industrial realization, the creation of small firms, which are specialized in competitive goods, is needed. The Vladimir Innovative-Technological Centre is built up on purpose of activating of creating such firms and supporting them at their opening stage of existence. As for Vladimir State Technical University it starts the preparation of specialists, who could start the organization of small high technology firms.
