This BENEFIT Day continues the tradition of Special Days, which have established themselves in BENEFIT, as indispensable forums, where all those challenging problems related to building pan-European projects can be presented and discussed. The aim of the Special Days was to highlight the importance and benefits of the joint European research and development projects from the point of view of the participating countries and of the European Community. How do these joint programs fit the research and development policy of these countries ? What were the main advantages of the joint projects such as Copernicus, Phare and other joint programs for the Central and Eastern European Countries, and what are the experiences of the European Community?
The Day continues this tradition by giving a survey of these projects seen from the top, from the side of the general science and development policy of the countries and from the European Community. Speakers give a survey and evaluation of the general science and development policies of participating countries and of the European Union.
The BENEFIT Day is concerned also with technology transfer in pan-European scene, and with new information technologies based on Internet which support collaboration over wide distances. BENEFIT believes that these new technologies will in essence enable transformation of the envisioned information society into the collaborative one.

Towards
a Collaborative Society

A rapid development of Internet-based technologies supporting
collaboration of engineering teams, and easiness of accessing
any kind of design information, as well as any tools connected
to Internet, makes Internet and its interface - World Wide Web
dominant factors in the forthcoming fundamental changes of the
engineering environments. The envisioned "virtual design
environments" in which, an engineer will be able to configure
his set of tools suiting at best his engineering tasks will create
a new dimension of possibilities for collaboration in distributed
teams. Thus, pan-European projects will face dramatically new
technological possibilities which when fully deployed will stimulate
growth of European industries.

Programmes in Hungary

The Conference addresses the national scenario by presenting the governmental policy towards research and development. The role of the EU programmes in the Hungarian domestic development will be the theme of the first session. This year in Budapest we plan to invite from Hungary several speakers, among others from: the State Committee for Technical Development, the department of technical sciences of the Hungarian Academy of Sciences, executives from the Prime Ministers Office, the Telecommunications authority, and some civil societies, such as the Hungarian Computer Society, and from the Association of the Information Technology Companies.
Co-operation
in Practice

This BENEFIT event offers first of all, a forum to share experience between the partners from Central and East European countries and their Western colleagues involved in common projects. The Session Co-operation in Practice will look at the co-operation issues with a critical eye, and monitor, identify, and draw constructive conclusions.
It will build on submitted papers. Contributions that discuss experience of collaborative projects run under ESPRIT, TEMPUS, COPERNICUS, COST and other European programs and point to obstacles, but also to possibilities for better, more efficient co-operation are welcome. Interested authors please follow the rules given below.

Strategies and Co-operations

Raising interest for industrial strategies and co-operations which deploy Internet as the main vehicle for increasing competitiveness, is a new theme in the series of BENEFIT events devoted to pan-European collaboration. We feel however that the momentum has been reached where further progress is strongly dependent on the efficient use of Internet technologies supporting distributed research and engineering environments.

Technology
transfer Models

Transfer of research results from academia to industry appears to be the main challenge for majority of research teams. We shall investigate a number of models of technology transfer included those used in techno-parks.
Experience reports on technology transfer models are welcome.
Co-operation Perspectives

The session on co-operation perspectives will give a survey over the research and technology development programs of the European Union: their underlying principles, objectives and contents, as well as their operational characteristics. Methodological and technical issues essential for European collaborative research will be emphasized. It will commence with the lectures given by the representatives of the European Commission. The current and foreseen programmes of the EU in the domain of the Information Technology will be presented and shortly discussed. This includes a survey over relevant parts of the fifth framework program due to start at the end of 1998.

Forum

In order to open the event to a free exchange of ideas, opinions, and experience related to the topics of the event, an Open Forum session will be organized during the event. Prospective authors who regard their contributions do not fit into any of the above topics are welcome to submit their paper to the Open Forum session.
Prospective authors are kindly asked to submit their reports to Jozsef Lukacs (lukacs@sunserv.kfki.hu) with a copy to Tadeusz Grabowiecki (tgrab@boss.iele.polsl.gliwice.pl) according to the Author's schedule.
The strongly recommended form of submissions is an electronic one: preferably MS Word, but other formats (RTF, LaTeX, postscript or pure ASCII) are also accepted. The submission should include: the paper title, authors name, affiliation and address, telephone number, fax number, e-mail address, and up to 5 keywords .
As an exception paper submissions will be accepted in which case 3 copies are required. Paper submissions should be sent to the BENEFIT Day secretariat until 6 October 1997.
The most interesting contributions will be invited to the Special Report prepared by the BENEFIT project. More information about this report is available on here .
